At the neighborhood, city and metropolitan scale there are ways of resolving disputes between neighbors, tenants and landlords, and public agencies and residents that involve either face-to-face negotiation or the assistance of a mediator.  Many communities offer training to volunteers who want to help mediate community disputes. Some public agencies, including local housing authorizes and police departments routinely encourage local disputants to take advantage of the services provided by community dispute resolution centers.
