Crisis Management


Much of Roger Fisher's early writing prior to the formation of HNP focused on questions of international law – in particular, how to encourage countries to make agreements absent a world government and what to do when they fail to comply. Responding to Disarmament Violations (PDF)
Published in the Bulletin of the Atomic Scientist in 1962, the article offers a number of possible strategies to encourage compliance with an international agreement.

Strengthening Preventative Diplomacy (PDF)
Written during the Bosnian War in 1992, Fisher argues for the creation of quasi-institutional informal channels to help reopen negotiations when the U.N. is paralyzed.

Lecture on International Affairs (PDF)
In this 1976 lecture given at Harvard College, Fisher presents a theoretical framework for analyzing international relations not in terms of predicting the future but influencing it.

A Policy Towards Terrorism (PDF)
Written in 1986, Fisher offers a strategy for reducing the risk of terrorism and responding to terrorist acts.
