The pursuit of human rights can be helped along by paying more attention to the principles of conflict transformation. This piece shows how countries that have known violent internal conflict can use the negotiating of a constitution to articulate and promote human rights. Eileen Babbitt analyzes the drafting of the South African constitution and the unfolding situation in Iraq for illustration.
