We always think it's about the money or power in negotiations but there are always other needs. Apologies, if sincere, help the healing process. They are all the better when they don't have be demanded or begged for to be received. When those who know they should apologize don't they likely do not realize the damage they do to themselves and their future desire to negotiate even the smallest of matters.
